Yes, fee waivers are available from College Board for  low-income, college-aspiring high school students who meet their eligibility guidelines.

Your guidance counselor can also access fee waivers through NACAC *National Association of College Admission Counselors - Some times the College Board will only provide a set # of waivers to each school so the NACAC is therefore, an alternative that you can ask your guidance counselor to research for you.

Fee waivers are for students who meet income standards. The counselor and student must sign off on the form that the student's family income based on the number of family members is within the limits of the waiver. The waivers are given to schools based on the number that were filed the previous year. The NACAC waiver can be download and it too contain a chart outlining the income levels and must be signed.
